From the outset of a proposal to construct a major electric or gas transmission facility, R&L assists its clients in preparation of materials necessary to meet the client's regulatory obligations. R&L has represented numerous clients before the NYS Public Service Commission in seeking a certificate of environmental compatibility and public need to construct a major transmission facility. Most recently, R&L advised Calpine, an independent power producer and the world's leading geothermal power producer, in its Article VII application, filed in June 2004, to construct a major gas transmission facility in Long Island, New York.
