The Firm is actively involved in matters before the New York Independent System Operator ("NYISO"), the Federal Energy Regulatory Commission ("FERC"), the New York State Public Service Commission, the New York State Board on Electric Generation Siting and the Environment, the Department of Environmental Conservation, and state and federal courts.

The Albany, New York, law firm of Read and Laniado, LLP, was founded in 1983. R&L represents clients before State and local boards across the State on environmental, siting and real estate matters. The Firm has particular expertise with environmental and energy matters and is involved with the development of wind and other renewable energy projects, brownfield redevelopment, conventional electric generating facilities and the siting of gas and electric lines. As part of its generation licensing work under the State Environmental Quality Review Act as well as Article X of the Public Service Law, R&L works with clients in the preparation and advocacy of Best Technology Available demonstrations for cooling water intake structures under the New York Environmental Conservation Law and the Federal Clean Water Act, Section 316(b). R&L is currently involved in the development and siting of a variety of renewable resources as well as natural gas-fired generating facilities.

The Firm also has extensive experience in New York State and municipal laws relating to the provision of electricity and natural gas. In addition to state regulatory matters, R&L regularly advises Independent Power Producers and municpal electric systems on a broad range of regulatory issues arising under federal energy and environmental laws and offers extensive experience from its practice before FERC on issues pertaining to the development of electric generation and transmission services.

R&L's extensive experience in state and federal electric and gas matters is matched by the Firm's experience in other regulatory areas such as hydroelectric relicensing, water and telecommunications. R&L represents both small and large water companies on issues ranging from rates to mergers. Over the years, R&L has provided services for some of the nation's largest telecommunication providers at both the federal and state levels.

R&L's experience in the regulatory field has afforded it particluar knowledge of related matters involving land use, municipal law and real property law.

In sum, whether it is the siting of a major electric generating facility or a local zoning variance, R&L offers quality legal services backed by over twenty years of experience.

R&L also represents a variety of energy market participants, including wholesale electric generators in connection with the development of retail and wholesale electric generation markets, NYISO rules and tariffs, contracts, rates, electric utility industry restructuring, financing, power purchase and asset purchase and sales transactions. R&L also represents energy service companies on all aspects of retail electric service and has worked with and advised both lender's and borrower's counsel, as well as industrial development authority counsel, in financial transactions.
